When i start the car up whether cold or warm, it idles high around 1350 to 1400, When i put it back into drive it goes back down too 700 range.

disconnect the idle air control (bolted to bottom of throttle body, has a 3/4" hose on it) and see if that clears it up...probably will.
Otherwise gummed up throttle body, or an air leak.-Jack

well you'd need a new IAC if the idle dropped down to where you need it with the current one disconnected....
You COULD try adding a restrictor into the IAC 3/4" hose though...I know 300zxrb26dett from here did that and had luck with keeping the idle under 1000rpm.-Jack
