My protege is running really rich please help!

I have a 1991 mazda protege,and it rev's at 2500 rpms when its reall cold than about 1100 when its warm(i know thats too high)i also noticed when i have the heat on venting from outside i can smell gas real strong on idel and sometimes when i put the go pedal into it,i searched and searched for a gas leak when the car is off and when its running and nothing it seems like the car is flooding its self,i noticed it get worse as the cold set in,and it goes through a tank of gas in aout 250 city kilometers,can someone point me to what it may be,Thanks

could be a bad o2 sensor, and its getting stuck in open loop warmup mode
