engine didn't want to start

I was driving on a motorway, going off on the exit and stopped in 2 miles at the petrol station. after roughly three minutes I got into the car it didn't start. the power was on but the starter didn't rotate. after a minute of sitting it started.

what's the problem? I didn't hear the relay but there was some other click that poped when I tried to start it but tinier than a relay (but it failed, of course).
starter brushes or anything else?

forgot to add - EU cars don't have a clutch switch so it doesn't matter if you depress the clutch or not, the car should start.
