Lacking Power Question...

I found a 2nd gen (95), the owner says it feels sluggish above 3600RPM or so.

What could this be? Any common Protege things that make the car do this?

He said a while back he had a valve job done, timing belt, cap/rotor, etc. Could something of gone wrong in this?

sometimes if the maf is going bad it reads wrong above a certain rpm. my buddies car was sputtering badly at 3500rpm every gear. bought a new maf and the problem dissappeared.
