Mazda protege mazdaspeed

I have a Mazda protege mazdaspeed and I have a few problems here and there with it. I bought the car used from someone and I just started figuring out problems with me car such as he replaced the coilovers with springs, sway bar loose, needs alignment, and new bushings. And above all that, HE PUT MITSUBISHI EVO RIMS ON THE CAR. so the offset is too wide and I'm not sure if the springs are causing the bounce, but my car clips the tires every time I hit a bump or have more than 2 people in the car. I was wondering how to fix this issue. If anyone has any ideas on how, please let me know.

What size tires are on the the wheels? the 38 offset on the rear is the main cause of the rubbing, need to roll the rear fenders and maybe add a little more camber when you get an alignment. Do you know or better yet have pictures of the springs and strut set-up?
