its a federal offense to run with no cat, regardless of the local emissions laws where you live.
replacement cats on aftermarket exhausts are required to be approximately in the same location as factory. a cat at the tip of your exhaust would fail visual, so you'd never make it to the actual tailpipe test (which it would probably fail anyway).
seriously, just run a cat. i run a 3" magnaflow which cost me like $50 on ebay. works fine.
