    Brake Drums not holding properly

I have just installed a new shoes, after finished, I let someone step on the brake hard while the engine is running, lifted the back of the car and tried to force the back tire to rotate, I was able to rotate it with a little force applied, which is not really good,
any idea about what the problem could be?
my oil level is just fine, the shoes and the inner side of the drum are really clean and dry, this is driving me crazy
    any idea would help
    thanks

adjust them until you get a slight drag in parts of the drum. You'll hear a sh-sh-sh on each rotation..

I just did that, I adjusted them the sh-sh-sh on came on each rotation, actually before adjusting them I tried to apply the brakes while the drum is still off in order to check if the adjusting mechanism is working, I saw it adjusting fine, but after all when I re-adjusted them until that sh-sh-sh sound on came on each rotation, still not satisfied with it coz I can force rotate the tire by hand while someone is applying the brake for me, it is driving me crazy , any suggestions ?
