If you really want a manifold to last a long ass time, powdercoat it.
I say heat wrap it, and put the plate there, that heat plate alone will do nothing but.get hot and transfer the heat, to the hood. so liek i said earlier u might just have a hot aluminum plate over your turbo manifold. ill sell u my lef ttesticle if that heat shield doesnt turn into a heat magnet, for your engine bay..

i could always sandblast the rust off, its only surface rust, then have it powdercoated, but i dont feel like doing that cause its my daily driver......HELLO MY NAME IS BEN...
